I have the exact same issue. After addressing this with support and showing them that the "Show Hubs Sidebar" control is useless regarding the ability to launch Sidebar apps, I was informed that there will be a setting to manage this feature coming with the upcoming Edge 122 version around the beginning of March 2024.

- Open the group policy editor and go to Administrative Templates > Microsoft Edge and then select Show Hubs Sidebar.
- To block the sidebar and all sidebar apps, select Disabled.
- To allow the sidebar, select Enabled.

2024-05-21T15:26:09.1866667+00:00 I can confirm that as of Edge version 125, EdgeOpenInSidebarEnabled will interact correctly with https://microsoftedge.microsoft.com/addons/Microsoft-Edge-Extensions-Home. The buttons will appear greyed out and are now unclickable.
