Unable to complete AAD Setup

Question

I am trying to install AAD Sync on Windows Server 2016 and keep getting the following error. I haven't found any resources online that point to a solution.

Unable to install the Synchronization Service. Local DB powershell operation failed on the ADSync Boostrap service: Enable-ADSyncBootstrapLocalDBInstance. Please see the Application and System even logs for additional details.
