Taskbar Error! Never Combine Taskbar Buttons not working!

in the taskbar settings, Under the Combine Taskbar buttons. I always set to NO!
but now this function doesn't work anymore! i got used to task opens at a new windows but now everything stacks. please help!
Multiple displays section is greyed out to!
I have tried all the online solutions. I even tried to download a lot of setting files. problems still exit.
I tried Group policy setting, Regdit settings, windows update, windows restore point, CMD image files codes, PowerShell codes to repair!
NOTHING SEEMS TO WORK ! MY BUTTONS ALWASY STACK WHICH I DONT WANT!!!!

SOMEONE PLEASE HELP!!

    If you create a new user account with the same privileges what happens?

    If we create a new local admin account and keep all the setting as default, if the issue will persist?

    It is so inconvenient there is not an option to ungroup the icons on the task bar. It is maddening!

    This is now the default in Win 11 with no explanation from Microsoft why this essential setting has been deleted from Windows. It is only possible to get this setting back via third party software like start all back and start 11, there are also other free scripts, but they cause many issues in windows after windows updates. When will Microsoft address this issue? When will Microsoft engage with their customers regarding this removal of a setting that causes a major lack of business productivity.
