About Windows 1251 encoding for HTML files in Microsoft VS Code program (setting, displaying Russian letters)

On 24.12.2023 I decided to install VS Code Microsoft program on my computer again. After installing the program a lot of things went "wrong". After installing VS Code Microsoft program the display of Windows-1251 encoding in Atom program changed.
And the most important thing: when opening a file from an "old project", which was created in Windows-1251 encoding in 2005-2006, question marks appeared instead of Russian letters.
At first, Russification was successfully done in VS Code Microsoft program. The Russian-language interface was installed. The interface was safely installed, but questions about Windows-1251 encoding (in previous projects) remained.
I would like to emphasize that the program displayed Russian letters in new files, but it did not display them in previous projects where Windows-1251 encoding was used. I searched for an answer on how to configure the program, but did not find one. I have found some information on this issue:

After uninstalling the VS Code Microsoft program, the situation with encodings in the Atom program returned to the previous place. A file was edited in VS Code Microsoft program. After that this file had to be deleted and downloaded from the server again.
It is probably best to install this program on a separate computer, so that it does not confuse the settings of other programs. For example, so that the settings in the Atom program are not disrupted. I had a temporary change of settings in Atom program (when installing VS Code Microsoft). These actions temporarily occurred on 12/25/2023. That is, VS Code Microsoft probably works well with new projects, but not with old projects (those created earlier, 2005-2006, in Windows 1251 encoding). This is the second time this situation appears on my Windows 10 computer. The situation may be different on other computers.
What settings should I have made in Microsoft VS Code program to make it possible to work with previous projects in Windows 1251 encoding?
Regarding the encoding failures in the Atom program after VS Code program installation, I probably can't say for sure now. Because I opened the same file in different programs. And question marks were displayed in this file. In short, I might have messed up something about encodings.
It is also possible that it was exactly as I described. As far as I remember, I could open different files in Atom program. And question marks instead of Russian letters appeared everywhere.
Would be kind, maybe someone knows what settings should be done on this topic?
