If your machine in the domain or not?
If it is in domain, you can export the gpresult file as Thameur-BOURBITA mentioned and check if there is any gpo setting related to Windows update or disable Windows update under "Computer Details" within gpresult.html.
Computer Configuration > Policies > Administrative Templates > Windows Components > Windows Update.
If the machine is in the workgroup, you can open gpedit.msc on the machine, and check if there is any local group policy setting related to Windows update or disable Windows update under Computer Configuration > Policies > Administrative Templates > Windows Components > Windows Update.
