You can't. It is not publicly available for download. Never has been. At least not legally.
If you have a Visual Studio subscription, it is available from Visual Studio downloads. (But keep in mind that if you intend it for production, you need to have a license from elsewhere. What you get from VS downloads is not licensed for production, as I recall.)
Else, if you have a valid license for SQL Server 2014 Standard, contact Microsoft, and I am sure that they will arrange for the media one way or another.
If you don't have a valid license, you need to get one. Which would be for SQL 2022, since SQL 2014 is not for sale anymore. And then you would have to request for the SQL 2014 media, one way or another.
