The problem is solved by today's Windows Update, maybe KB4580364.

Power options of the old Control Panel do not work
Hello. It's not urgent.
In the old Control Panel (not the current Settings window), at Power Options, 4 items in the left margin do not work.
It's only an aesthetic complaint because power options can be set using powercfg.
For example, clicking "Choose what the power buttons do" in the left margin does not change the contents of the main panel. The main panel remains the same as "Choose or customize a power plan".
1)dism and sfc reported no problem.
I couldn't correct the problem by restore points available.
2) In the usual Windows Settings, at System, at Power & sleep, clicking "Additional power settings" does not open the old Control Panel.
3)In the address bar of the old Control Panel, I entered
"Control Panel\All Control Panel Items\Power Options\System settings",
but nothing happened.
4)I added a DWORD "NoClose" of value=0 or 1 in
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer,
and a DWORD "CsEnabled" of value=0 or 1 in
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power.
Then I tried four cases of these two registry entries as 0/0, 0/1, 1/0, 1/1.
