Its simply sending to whatever email address you have set in that record.
You can ignore the email or remove the email from the DMARC record in DNS

Hello. We are using Proxmox Mail Gateway and we are getting this message. I don't understand what is wanted from me, why and what I should do. Exchange 2019 on-premise.

I am similarly trying to understand this report. I understand why I am now receiving the report. Now that I am receiving it, I want to understand it. It shows domains that we send emails to, and under the SPF column, it is showing Fail. Are our emails to that domain being rejected?
