Issues with group policies

Hi, today I wanted to scan my computer using Virus & threat protection app, unfortunately I couldn't access it because: 36622-screenshot-3.png

I tried to google a fix for this but no option worked for me so far (concerning group policies).
Also many settings are disabled or hidden from me because:

I've tried changing in advanced system settings my computer into home network but everytime I've restarted my PC it just revert the changes.
Please help.

    Hi,
    If your computer is domain joined, i would recommend you check all the group policies the computer had applied .
    Run the CMD as administrator and type the command : gpresult /h report.html
    Then you can see all the policies , then you can check if there are any polies related to the app restriction ,app locker .
