Why can't I remove W3Total Cache Plugin in my WordPress install?

Hi, I have a new WordPress install and find that some of my plugins conflict with W3 Total Cache Plugin. So I deactivated it and now it's giving me a critical error.

This is what I've tried:
Clear cache
Removed via FTP
Left FTP and made -old

Did a fresh WordPress install and tried again. Still issues. So is there no way to not have that plugin in my install?

    To better assist you on this, since you have posted the question on Azure Static Web Apps, just to clarify, have you hosted your WordPress webapp on Azure App Service WebApp or on an Azure VM or some other service?
