Since we can't reproduce your situation, we need to narrow down the problem and try some things. So, please kindly provide more information below to let us work further.
1.Ensure that you have the necessary permissions to access Central Admin. You can run Central Admin as an administrator to have elevated privileges.
2.The ipfsConfig.aspx is located in C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\14\TEMPLATE\ADMIN. Could you please check if it is there? If not, you may need to re-install the SharePoint server. If so, please try to configurate the SharePoint server using SharePoint Configuration Wizard again.
3.If the problem persists, try restarting SharePoint Administrator Center in IIS.
