Created the 'general' windows 10 20H2 ISO which is now out - build 19042.572. Did new clean updates on some machines. Now I did an upgrade in place on a 1909. Almost all of my settings carried over. However now I see a number of Office 365 entries in settings / apps that were never there before. And I only use a local account logon on the machines I am upgrading. The entries in apps appear to be 'stubs'. The issue is before the upgrade there were no Office entries. Now I got entries for the entire suite - Word/Excel/etc...

Very unexpected behavior.

It seems not to be a rare phenomenon…
After I use Windows Update Assistant upgrade to 20H2 from 2004, I also see many Office tiles appear on the start screen, even though I removed them in the past. Then, I use the original iso from media creation tool to in-place upgrade on another computer, the situation is similar with yours: start menu layout changed and Office icons appear.
I think it should not be a issue, because start menu’s change was just one of the biggest changes in this version(another is new Chromium-based Edge).
Windows 10's Start Menu has changed a lot since the initial release, and 20H2's change is perhaps the biggest yet, as it's intended to show off Microsoft's new Fluent Design icons as well as improving support for Windows 10's Dark and Light modes. Most of Microsoft's own applications(specially Office products) now have icons that support the new modes, and the resulting combination of translucent tiles and new icon designs works surprisingly well.

It was kind of a surprise because I did not get icons on a fresh install on an old 1909 but did get the icons on an upgrade install that did not have Office. I am pleased that the upgrade kept many of my old apps/settings in place. Sticking with that it would be nice not having to deal with removing Office stubs. No worries.

I do think this is a major upgrade because of Edge Chromium and because Microsoft is moving forward with containers. The latter giving flexibility and more importantly security.
