I have almost 450 users in my tenant and I am planning to migrate all the email boxes to a new tenant.

How do I export emails to pst file from portal?
How do I restore to my new tenant?
How do I forward emails which comes to the old tenant?

Can someone help me on this

    The only way to export to PST within the admin consoles is via eDiscovery. That, or use Outlook.
    For your scenario, best look into some third-party migration tool.

    In the new Exchange online admin center, you can cross-tenant migrate mailboxes directly:

    Do you use a custom domain name in your old tenant? If so, you can verify your domain in your new tenant, then apply on your new tenant mailbox, in this way, if new tenant mailbox use the same email address as old tenant, email will sent to those new mailbox directly.

    For the email sent to old tenant default domain(***.onmicrosoft.com), you may need to create transport rule to redirect email to your new mailbox.

    I would definitely recommend using one of the email migration tools like Bittitan or SkyKick. It will save you time and money for the number of users that you are trying to Migrate to another Microsoft 365 tenant. If you want to migrate SharePoint and OneDrive as well, you can use Microsoft-provided tools like Mover.io for free. If you decide to purchase BitTitan or SkyKick feel free to contact Migrate365.com They can help you with purchasing the migration license for a better price.
