How do I set up 2 step authentication when it keeps asking for the authentication code for my onmicrosoft account

Question

To use power BI, I have created an onmicrosoft.com account using this hotmail account.

Now, in order to login to onmicrosoft.com, it keeps asking for the authentication code. I have downloaded the app on my phone, but because I could not log in, I could not set up the authenticator app.

Please help to solve this chicken and egg problem. Or, is there any way I can retrieve access to the onmicrosoft account using the hotmail account associated with it?
