AADSTS50020: User account 'xxxxxx' from identity provider 'live.com' does not exist in tenant 'Microsoft Services' and cannot access the application

AADSTS50020: User account 'xxxxxx' from identity provider 'live.com' does not exist in tenant 'Microsoft Services' and cannot access the application 'b677c290-cf4b-4a8e-a60e-91ba650a4abe'(AzurePortal Console App) in that tenant. The account needs to be added as an external user in the tenant first. Sign out and sign in again with a different Azure Active Directory user account.

I have just created "a free azure test-account" to do some trainings on azure services, but cannot realy use anything e.g. start CloudShell or even create an incident ending with the error message mentioned above. Any suggestions how to solve this issue? What is and how to create a tenant Microsoft Services?
