2 factor Authentication

Question

Hi. I am enquiring about 2 factor authentication for personnel in my organisation. They have all got Office365 accounts, but in order to activate their account, they need to enter their phone number. Our staff do not have work phones, so they would need to enter their personal number. This is not an option for us. Is it possible to use their work e-mails for this authentication, keeping in mind, this is also their 365 user e-mail address.
