Who publishes drivers in the Update Catalog / Windows Update? OEM or the system builder?

Hello everyone,

who actually publishes drivers for components that are in circulation by the millions ("for standard hardware") such as Intel Graphics, Ethernet... in the Microsoft Update Catalog which are then installed using Windows Update?

Is the basic driver published by the OEM (in this case Intel) and the system builders (such as HP/Dell/Lenovo...) if necessary supplement it using extension infs?

Or does each system builder release drivers for "its machines" separately?
