1.Perform a clean boot to check.

disable AV temporarily. Or we could try to change other network connection to check.
2.Try to clear the Windows Update Cache. Corrupt files in the Windows Update cache can cause issues with installing updates. To clear the cache, stop the Windows Update service, delete the files in C:\Windows\SoftwareDistribution\Download, and then restart the Windows Update service.
3.Perform a reset windows update component.
4.Try to download the update from Microsoft Catalog to install manually.
