According to the situation you described, it is recommended that you click "Start key + r" and run "outlook.exe /cleanserverrules", choose to use the rules on the client instead of the server to see if the problem is solved.
If the problem still exists, it is recommended that you log in OWA, go to settings, options and recheck the rules. As shown below:
If there are still strange rules, it is recommended that you delete them and then test.

Thank you for your response. I did remove all strange and duplicate rules but emails still to the RSS Feed.
Hello, If you are still having the issue after running the provided command, it is recommended that you try changing the password for starters and please make sure initiate a mailbox sign out from the portal after changing the password. Wandi Ding; I did reset the user's password when the attack occurred but that did not correct the issue with incoming emails going to the RSS Feed instead of the Inbox. Thank you for your feedback. Your feedback was helpful because it showed me what I can check off of what was done.
