Hello, Upgrading server operating systems can sometimes be a complex process due to many reasons like incompatible drivers, software or other hardware related issues. Here are a few more things you can try: 1.update the Windows server 2016 to the latest OS version then upgrade again. It means that we could install the latest update firstly. 2. Because the AV has been disabled and perform a clean boot. So try to update drivers, some drivers could be incompatible with the new OS and causing the issue. 3.Check the Upgrade Logs: The logs should give you more information about what is causing the upgrade to fail. You can usually find them in the $Windows.~bt\Sources\Panther directory. The setuperr.log and setupact.log files can provide useful information. Best Regards, Hania Lian
