How to exclude below path from Intune policy which has unique and different users name on each users devices to run only particular app with file name for example: abc.client.exe or abc.exe?

For example: I wanted to exclude a particular file with filename.exe and it should be allowed on device to run and should not be blocked by ASR & Network protection policy or AV on devices.

In this case below would the file and folder path -> C:\Users\username\Downloads example: abc.client.exe or abc.exe?
