Server 2019 devices and printers issue

I have a server where installed printers, whether installed as a TCP/IP device or mapped from the print server, do not appear in the devices & printers view. The printers install fine on the server, TCP/IP printers are shared when installed and can be mapped to by clients but do not appear in the list of printers in either devices and printers or printers and scanners. If I try to print from notepad on the server it lists the printers so they are just not showing where I can manage them. Why and how can I fix this

    Gareth Davies.You can manage the printer using Notepad.exe. Yes I know this is a lousy experience but you can if the Windows Devices and printer or Printers and Scanners UI is not working. I've added as screenshot. Notepad uses the Common Print Dialog when pressing Control P. You can add printers from this UI as well as right click on a printer and set Preferences and open the Properties. PrinterUIInNotepad

    You can also open the old old, Printers UI from XP on Windows 10. Open a command prompt and copy the command below. This loads the UI the spooler team wrote for XP. start shell:::{26EE0668-A00A-44D7-9371-BEB064C98683}\0::{2227A280-3AEA-1069-A2DE-08002B30309D} The Devices and Printers UI as well as the Printers and Scanners UI are authored by the devices team, which is not the spooler team so what you should see are devices and some can be printers but there are not the same requirements for "devices" as there are for "printers". start shell:::{26EE0668-A00A-44D7-9371-BEB064C98683}\0::{2227A280-3AEA-1069-A2DE-08002B30309D}

    Hello, You can try to Check Printer Visibility Settings, ensure that the "Show printers shared by other systems" option is enabled. To do this, open the Devices and Printers window, click on "Add a printer" at the top, and then select "Add a network, wireless, or Bluetooth printer." Make sure the "The printer that I want isn't listed" option is selected, and then check the "Select a shared printer by name" box. This should make shared printers visible.
