Can't log into Hotmail account because two step verification is turned and Authenticator isn't set up

Hi, I forgot my password for my Outlook personal account, and I am unable to recover it because two step verification is turned on, but I don't have the Authenticator set up with my personal account. In fact, because of multiple issues, I removed the account from the Authenticator, but forgot to disable two step verification. So now, when I try to recover my password, I end up with a request to approve the log in in the Authenticator, which I can't, and when I click no on that, a request to enter a security code that is only available on my Microsoft Account page, which I can't access as I can't log in. In the end I get a page that says I have to wait a month or try some alternatives like accessing my MS Account from logged in devices. But I am not able to access my Account page from the Outlook app. And it doesn't say what I will be able to do once the one month period is over. My personal Outlook account is paid.
