Role and policy-based authorization are very different! Policy-based authorization is essentially custom code and you get to write the rules.

Typically permission based authorization is a data driven approach where table(s) hold permissions by user, role, claim, and/or policy. These permissions then can be applied by an application administrator. Is this what you are trying to do? Otherwise, what does dynamic permissions and/or permission based authorization mean to you? Can you give us an example? Can you explain what resources you plan to secure?

You still have not explained "dynamic permission" means to you.
Is the use case some user can view books while other can add, update, and delete books? If so, this is a database design question not Blazor. You'll have a table or tables that defines the permissions by user, role, claim, and/or policy.

By the way, I also want to know more about your "dynamic permission". Do you mean different users might have different permissions so that they might only be able to access specific pages? Could you please share more about your requirements so that we could narrow down the issue?
