Thank you for posting on the Q&A forum.
Please note that Windows Server 2016 was only officially released in the x64 (amd64) architecture.
I can only find a technical preview for Arm64. https://archive.org/details/10586.1000.151112-1500.-th-2-srv-1-nano-dev-2-server-multi-arm-64-fre-en-us
