What causes Excel macros to be blocked in Winsows 11

When you open Excel with macros downloaded from the Internet, the macros are blocked. We believe that this is the default behavior for enhanced security. But in the case of WIndows 10, I have confirmed that if I save it as it is, it works fine. In the case of Windows 11, macros will remain blocked even if you save it as.I set a trusted location from the Excel settings so that the macro works fine, but can you tell me why it doesn't heal just saving it in Windows 11? Also, does this event only occur on Windows 11?

    From the view of Office, Microsoft is constantly improving the security of using VBA in Office, and changing the default behavior of Office applications to block macros in files from the internet. For more, please refer to 'Macros from the internet are blocked by default in Office'.

    From this article, using 'Save as' is not listed as steps to take to allow VBA macros to run in files that you trust. In my opinion, this action cannot remove the mark of Web from a file or let Office trust it that downloaded from Internet.
