How to fix win11 create system image can't be saved to specific physical hard drive?

win11 22621.3007 I was hoping I could save to N: but it's not in the drop down box. And many of the devices are not recognised either, confirming that the drive is in NTFS format. But it just doesn't show up. And when using the windows backup feature pops up Selected backup location does not support creating a system image.
