Private DNS not resolving Form Recognizer private endpoint

I have setup a job on azure data factory to use form recognizer to feth information from statements and then convert them into Json and send them back to Data factory for processing. Initially it was open to all networks and using key and endpoint parameters it was all working fine. Since i created a private endpoint and changed the URI containng privatelink in it the job is failing. getting an error of unable to resolve URL.

here is the update. When we try to use form rec private endpoint and add api parameters to it based on the following URL https://westus.dev.cognitive.microsoft.com/docs/services/document-intelligence-api-2023-10-31-preview/operations/AnalyzeDocument we get following error : Error calling the endpoint 'https://myformrecinstance.privatelink.cognitiveservices.azure.com'. Response status code: 'NA - Unknown'. More details: Exception message: 'NA - Unknown [ClientSideException] An error occurred while sending the request.'.
Request didn't reach the server from the client. This could happen because of an underlying issue such as network connectivity, a DNS failure, a server certificate validation or a timeout. I have created a private endpoint and i have even added microosft cognitive services at the service endpoint in that subnet where the provate endpoint exists.
