There is no direct migration path. The devices will need to be un-enrolled and then re-enrolled into the new tenant. As for the reset, it will depend on how are the devices currently enrolled. If you used the user enrollment through company portal method then reset will not be needed.
Migrate mobile devices to a different Intune tenant
Dear support team, We have mobile devices enrolled with an Intune tenant. Due to business model changes, the devices now need to be enrolled to a different Intune tenant. To be noted that most of the devices are corporate devices. Please can you assist on choosing the right migration strategy? Do we need to un-enroll the devices from existing tenant and then re-enroll them to the new tenant? And in this case a factory reset would be needed on the devices? Is there any alternative for that to make it more simple? Thank you, Regards,

Yes, to migrate devices to a new Intune tenant you’ll basically need to un-enroll the device from the old tenant and re-enroll them in the new tenant.
