I would recommend using Terminate notification for Azure Virtual Machine Scale Set instances. This will allow you to receive scheduled events for your VMSS instances that are set to be terminated. You can then either monitor this in Windows using Scheduled Events or send the event to Log Analytics and run the automation from there.
