I want to know if an organization has SharePoint Plan 2 and SharePoint Plan 1 licenses and they are only leveraging SharePoint Plan 2. Can they return SharePoint plan 1 licenses?

I am a Microsoft Licensing specialist, I want to know if an organization has SharePoint Plan 2 and SharePoint Plan 1 licenses and they are only leveraging SharePoint Plan 2. Can they return SharePoint plan 1 licenses? Is it a pre-requisite to have SharePoint Plan 1 license in order to utilize SharePoint Plan 2 licenses? Thank You Kawaldeep Kaur
