Provisioning on first boot does not skip initial setup

Hi,I applied a provisioning package created with Windows Configuration Manager on the "Welcome" screen, but as I proceeded with the setup, I was asked to log in to my Microsoft account. Various websites say that it can be avoided. Please let me know how I can avoid the initial setup.The provisioning package consists of two things: local account creation and start layout adaptation. thank you

    Answer files (or Unattend files) can be used to modify Windows settings in your images during Setup.

    We could run Powershell Script via TS:

    local account creation:

    net user xxx /add  
    net localgroup administrators /add
    
    

    start layout:
