I am creating the azure user account with my primary domain, but this is still showing domain not listed. The domain is showing available and primary in "custom domain names".

The link "domain not listed" is not an error. Its link to help troubleshoot if your domain is not listed.
As in your case the domain appears in the drop down list, there is no issue. you can create users with your selected domain.

I am currently using the correct tenant. And also in the drop down required domain is coming.
However it is showing domain not listed and in the graph explorer it is also not showing.
Thank you for the update @Akankshya94 , Can you show me where its showing domain not listed? If the domain is showing in the dropdown list then you should be able to create user with that domain. Can you share a screenshot of the error you are getting?

Just to confirm - is the custom domain listed here: https://admin.microsoft.com/#/Domains?
If not, try to add it here, and then go Users and create the user from https://admin.microsoft.com/#/users
If that not works, it´s strange and we need to take another step.
