I cannot reproduce this issue in my environment. Please check as following:
- How many items do you have in this list? How many people, lookup, and managed metadata columns do you have in the All Items view?
Do you have any trouble creating a new list view by selecting a view type under "Choose a view type", for example, “Standard View”? If you are managing a large list or having too many special columns in the All Items view, it might cause the list view threshold error while creating a new list view following this process. Try creating a new list view from "Choose a view type" and see if it works. - To adjust column order in a list view, please select the view you want to modify via List Settings > Views, find the 50th column under Columns and then change the number to 10 under "Position from Left".
