Open with Paint 3D does not work. "No such interface supported" message pops.

I recently upgraded a user's laptop from Windows 10 to Windows 11 23H2. The user reported she could no longer open image files, like jpeg, into Paint 3D by using the "Open with". Instead, a "No such interface supported" message pops up on the screen when trying to do so. Only open with Paint 3D has this issue. Open with others like Paint or others open with no problem. Tried repairing the app, resetting the app, and uninstalling and reinstalling the app. Also, running regsvr32 c:*windows**system32**actxprxy*.dll and rebooting the machine. and still had no luck. Any other suggestion? BTW, "sfc /scannow" and "dism /online /cleanup-image /restorehealth" has been ran as well.

    https://catalog.update.microsoft.com/Home.aspx These commnad will recover your file from the latest image, if the issue happens when you just upgrade your pc, this command won't help: sfc /scannow DISM /Online /Cleanup-image /RestoreHealth
