Does scaling PostgresSQL Performance Tier comes with a downtime?

Does changing the "Performance Tier (Preview)" come with a restart/downtime of a database? Is it safe to do so during business hours as we need to immediately increase the performance of our database? Please find the most recent information about scaling operations and associated downtime in the following blog. Now the scaling operation can be perform in near-Zero downtime.
