Edit: @free thinker No, you cannot create another Microsoft Azure account linked to the same email address. Each Microsoft Azure account must be associated with a unique email address. If you want to create a new Microsoft Azure account, you will need to use a different email address that is not already associated with an Azure account. And then you can transfer subscription from old account to the new account.
