Thanks for your post.
We have experienced similar issue that is due to clicking the option "Beta: Use Unicode UTF-8 for worldwide language support" (Start > Settings > System > About).
Try the following and see if it works.
- UNTICK the "Beta: Use Unicode UTF-8 for worldwide language support" option. To do this, go to Start > Type Control Panel > Region (in large or small icons view) > Administrative > Change System Locale
- Check if Act! has been installed by going to Start > Type Control Panel > Programs and Features (in large or small icons view). If Act! has appeared in the list, uninstall it.
