How to configure Azure DNS to provide local DNS resolution in our domain, without using a physical local server

I have a client that has numerous sites with no physical servers. they are looking to use Azure DNS (if it's capable of this) to provide local DNS resolution on their individual sites without having to purchase a server for some kind of hybrid implementation. Is this possible and can anyone direct me to where to find information on this? Everything I've read so far seems to indicate the need for a local DNS server that communicates with Azure DNS. Thanks!

I'm not sure if I understand the requirement/ask clearly.

Could you please share some additional details about the existing setup and requirement?

When you say, "provide local DNS resolution in our domain", what exactly you are referring to?

Is there an existing connectivity between Azure and your on-premises and you would like to resolve Azure hostnames from on-premises and vice-versa without using physical local server?

Resolving names between resources in a virtual network and on-premises networks requires you to deploy your own DNS server or you can use our new service called Azure DNS Private Resolver that enables you to configure hybrid DNS resolution without deploying VM based DNS servers.
