In this documentation, it is noted that self-hosted integration runtime is the only option to scan if Microsoft Purview or Power BI tenant is protected behind a private endpoint. However, this documentation notes that scanning with a self-hosted integration runtime isn't supported.
As Power BI was changed to Fabric in Purview data source registration, I'm unclear if scanning with a SHIR is supported or not.
