Action Center does not work after installing update KB5034127 for Windows 10 LTSC 2019

All computers use a volume license for Windows 10 LTSC 2019, after installing the KB5034127 update, the notification center does not work, the number of messages in the notification center is displayed, but the center itself does not open. Pinned applications on the taskbar when you right-click instead of the commands - “Pin to taskbar”, “Unpin from taskbar”, with the same actions the commands change to - “Close window on all displays”, “Close window”. HP and Dell computers, a set of installed programs - Office, SAP, Adobe Reader, 7-Zip.
