Just to highlight, ExpressRoute is not supported for direct network connectivity to an external (outside of China) site. Even Azure global is considered external.
Azure Docs for China (in Chinese) supplies technical content adapted for Azure in China. For products and services available in Azure in China, refer to products available by region.
Having mentioned that, here are the high-level steps to set up Azure China Express Route:
1. Choose an Express Route connectivity provider
2. Create an Express Route circuit
3. Configure your on-premises network
4. Configure your Azure resources
5. Test your connectivity
