I see you have changed the wording of the error message we get when trying the phone numbers to an even more vague one. Here's a thought, why not just put up a message saying "access to the free Microsoft 365 E5 subscription is currently paused for the short-term while we adjust the qualifications for that benefit" and not let people go through the application process in the first place? Far be it from Microsoft to actually give out a sensible error message that people understand but maybe this once, you could try and use some common sense.
Error when Verifying Phone Number for E5 Tenant
I am trying to activate my E5 Tenant, but when I add my Swedish mobile number to receive the code for verification, I get the error message: We can't continue with the signup process for the following reason:
- Your phone number did not pass security checks.

I've had a hotmail account for over 20 years and I still use it to create my desktop profiles when buy a new windows machine. I tried signing up for a developer account using my hotmail address and it kept throwing an error and wouldnt complete. So I created a brand new 365 account and tried signing up for the dev account, only to get this BS. Why, Oh why!!

Then after a lot of searching, I find this (thank you Eric K). Why wouldn’t Microsoft add a simple “We’re currently experiencing issues with Microsoft 365 E5 subscription” to a banner on the landing page? Don’t get me wrong - I’m grateful the Dev Program exists and is free. But, in the words of Dr. Evil, throw us a frickin bone here!! It would’ve saved hours wasted on this… p.s. the Viva chill music didn’t help.
As far as the international phone numbers being an issue - it may be an issue but it’s not THE issue. My phone numbers are all from US. Error:

There is no option for Fabric individual account, apparently there are so many safeguards that it is becoming difficult to offer a dev program. I was hoping to learn and see if I can offer it for use at work. Lost hours researching the errors, called my cell company to ask if there is a problem with my phone number, and finally I ended up here... Frustrating!

And: The money is gone, too."

2024-02-03T22:47:33.5866667+00:00 Do you have any workaround process or manual verification process available? I'm a faculty member and this issue is causing havoc on our semester. If we wait 2-3 weeks, the 8 week semester will be half over and the students will not have the time to sign-up and learn the M365 environment. Please!!??!? There has got to be a solution to help in these cases.
Fortunately or unfortunately, it happen right near the start of the semester. If students started the process super early, they were able to create their tenants. Everyone else is stuck. I have students ready to drop the class and/or lose their minds. I have at least one student who will not graduate if they don't get through this class, so it's causing plenty of stress for faculty and students alike. -

We recently had some service issues and many countries were temporarily blocked from joining. This issue has resolved but note the following: Geographic limitations. 2024-01-27T09:17:08.86+00:00 This is absolutely ridiculous. Why can't we use personal accounts for Power BI? Why can't I get a trial for Power BI as an individual? I'm trying to learn a skill here using your resources. It won't accept my university email address or my work email address. I've tried using Microsoft's own suggested workaround (why would you suggest a workaround for individuals to use Power BI in your own articles rather than just letting us use our individual email address/microsoft account?), to get a trial account so I can get an organization email id from Microsoft, but it doesn't work as it won't accept my phone number. I tried signing up to the developer program for upwards of an hour today so I can get an email address that meets your ridiculous requirements and that doesn't work either due to phone number issues. I've tried 5 separate mobile numbers now and not one of them works.

For me personally, the limitation regarding installing a free office 365 subscription is the most troubling? I had a Microsoft developer subscription and due to some personal issues wasn't able to actively use it so it expired after what I decided to create a new account thinking it would be the fastest way to sort out the issues and to access my developer tools as well as office 365 and all I got was message that I don't qualify. So frustrating and disappointing after years of loyal use of your products.
