But I can't see where 'Functions' Buttons in portal?

Functions has moved to the Overview blade of your Function App.

That was very helpful.
But I have another problem.
'Create' Button is disappeared.
At first, 'Create' Button is disabled with loading function list.
And then, the button is disappeared.
I don't know what should I do for creating functions. I'll wait for your answer. Thank you very much.
What you are seeing is normal if you are doing development in your local environment.
You should create new functions using your local editor (VS Code, VS, etc.) and then deploy to your Function App.
