CA Windows. CSR file

Hello, I have a windows certification authority (CA). They have passed me a .csr file to be validated by the Windows CA. The Windows CA does not have the URL "https://ServerCA/certsrv/" active.
How can I validate this .CSR certificate request from the Windows CA? Thanks

    You need to install Certification Authority Web Enrollment Role Service on CA server and configure it.
