How to prevent Domain Controller always booting into Safe Mode (Directory Service Mode - DSRM)?

My physical Windows Server 2016 always boots into Safe mode Safe Mode (Directory Service Mode - DSRM) despite multiple attempts to reboot it remotely.

The below two critical services are stopped and cannot be started manually in the safe mode:

  • Active Directory Domain Services
  • DNS Server

How can I fix this issue?

    Go to system Configuration in impacted domain controller and uncheck Safe boot mode :
