Why OpenAI gpt-4 (vision-preview) model is not avaible to me in Australia East and no quota in West US?

Hi,
I just got an Azure OpenAI service resource created in Australia East region. I could create deployments with models like gpt4, but there's no option for choosing gpt-4 (vision-preview):
Does someone know why the option is not available to me?
I don't quite understand "Available to subscriptions with current access to the model version in the region" as described here: https://learn.microsoft.com/en-us/azure/ai-services/openai/concepts/models#model-summary-table-and-region-availability
I even tried to create deployment in an Azure OpenAI service resource in West US region, but it got even worse, the error message says there's no quota when I selected gpt-4:
Does some one know why and how that can be solved? Thanks in advance! James

Vinodh247 13,801 Reputation points2024-01-26T07:22:46.2366667+00:00 To narrow down the issue, can you try creating in few other regions and see if you get similar errors? Also to check if you have sufficient quota available for the model, you can refer to the Azure OpenAI Service quotas and limits article for more information on the default quotas and limits that apply to Azure OpenAI.

2024-01-26T09:47:39.04+00:00 Tried in Switzerland North region, same error: "No quota is available for this model. Please contact your account team to request quota.". These are all the models I can see in West US region:
In Australia East and Switzerland North regions, I can see more models:
Well, maybe the quota issue is because Azure has run out of resources? I just realised the error does not show up if I choose several particular gpt-4 model but shows up if I choose other gpt-4 models.
The bigger problem is, I don't see gpt-4 turber vision available. The documentation says it is already available in those regions. -

2024-01-26T10:30:04.7666667+00:00 Is it related to Scale Type? I noticed there are two types: Standard,ProvisionedManaged It seems I can deploy those having "Standard" as Scale Type, but not those having "ProvisionedManaged" as Scale Type.

2024-01-26T10:42:09.62+00:00 What's the difference between "Standard" and "ProvisionedManaged" as Scale Type? Are they both free of hosting cost? It seems that I can't request increase quota for "ProvisionedManaged" online, the website says "Contact your Microsoft account team to request Provisioned Throughput quota." :-( Is gpt-4 turbo vision available under "Standard"?

To create a provisioned deployment, you can follow these steps.
