Increase Indent and Decrease Indeat icon not working on a protected sheet

These two icons do not work on the protect sheet. icon on toolbar I checked everything in the protect options. Format cells is allowed. protect option

This cell is not locked. not locked

I also found that even the cell is locked and the sheet is protected, I am still able to change to indent in the Format Cells... dialog. indent change in Format Cell

But the icon the toolbar are not working as long as the sheet is protected, no matter the cell is locked or unlocked. I tested on a brand new excel file, no vba macro. Test on two computers. The version is Microsoft® Excel® for Microsoft 365 MSO (Version 2110 Build 16.0.14527.20270) 64-bit Please help. Thanks.

    I can reproduce this behavior in my Excel: Microsoft® Excel® for Microsoft 365 MSO (Version 2401 Build 16.0.17231.20084) 64-bit, this behavior is indeed somewhat unrealistic.
