DevOps Azure Resource Manager service connection option missing

I am attempting to create a new Azure Resource Manager service connection in Azure DevOps. I went to Project Settings > Service Connections > New service connection, but "Azure Resource Manager" is not an option. I have created Azure Resource Manager connections previously, but now I cannot. Even when I try to edit one of the existing service connections, it shows a loading icon but never loads. What happened to the Azure Resource Manager service connection?
