How to open up a Microsoft Word file in Microsoft Publisher?

I have a PDF I want to open in Microsoft Publisher. I cannot open it, so I was advised to convert it to a Word document, then open it in Publisher. I cannot do that either...the document opens, but it is blank and contains nothing. Creating a box and opening the Word document in the box does not help (also produces blank space). How can I do this?
